Bill is a 7th degree black belt in Isshin-ryu karate, respected for his knowledge in Okinawan and Japanese arts, and skilled in Tai Chi Chuan and other internal arts, as well. Bill won over 900 awards in regional, national and international competitions, including World Champion in sparring in his style, the US National Tai Chi Team. He has successfully competed, winning in N. America, Europe, and the Orient.

I am very excited about being asked to be the NYS Director for the PKC Region 4 for the coming year. I look forward to working closely with the talented team John Barton has assembled, and even more so the talented promoters in New York, like Papo Villerubbia, Gaffar Adam, and Dwayne McKinney,
My first job is to help Master Barton organize and develop this website. I welcome feedback on the development. Your input is imperative. This site will be the backbone for the development of PKC Region 4. Competitors (and their Parents), Promoters, and PKC Officers and Staff will all find this site useful in following progress, and communication.
Competitors will find upcoming tournaments, results from past events, ratings, photos, competition tips, and news about upcoming events like our annual awards dinner, training camps and seminars. There will be forums, chat, and you'll be able to use Paypal to register and pay for upcoming events.
Martial Arts schools, coaches will find this site useful too! Here you will find rules, forms, tips for development, and advice for team and school development.
PKC promoters, directors, referees, judges, arbitrators, and all staff will use this as the communication backbone for PKC Region 4. For example: Mandatory minimum divisions can be found here.

Master Barton has assembled a remarkable team of talent, one that WILL change the future of sport karate. With respected veterans like Master Keeney, Master Caliguri to give guidence and wisdom, and younger talent like promoter Gaffaf Adam with great energy, and respected talent like Papo Villarubbia, Joe Ruvelo and Del Rounds to give solidity: we have a winning team of which I am proud to be a part.
News- It is a new ratings year and the first ratings have been posted. Ratings for Master Barton's are out and up on the web. Take a look, but I have been told there will be an update on those soon. Please renew your PKC Pennsylvania as the new PKC Region 4, or join for the first time, and see how you rate over the competitive year.
We wish Master Barton well as he recovers from a scheduled back surgery he had yesterday in Pittsburgh.

The banquet was great, with abundant food and drink, happy winners receiving beautiful and usually multiple awards. I was amazed as some great kids especially showed themselves to be articulate, respectful and gracious, as well as talented martial artists.
I also appreciate spending time at the head table with Armie Rizzo and Glenn Keeney, telling stories about many great competitors, friends, and competitions past. I heard some new stories about Bill Wallace, an amazing karateka, who has certainly led an interesting life (and the three of us helped keep it interesting: especially Master Keeney!)
This was an event that you can't miss. One of Pkc4's premiere events. Look for updates soon on the website. See you at the Ontario Provincial Open on the 23rd.

Unique to this tournament is the demonstration competition which gets better each year as Dojos compete for the bragging rights. This is very different, exciting and enjoyable: music, choreography, and interesting patterns of movement.
The coordinators, including Ed Trotman and Ron Cain, did a great job keeping the action going. going, going. We finished two hours ahead of the previous year, with more divisions and about the same number of competitors. Thats PKC4 ! We are in gear to help make tournament competition run efficiently, fairly, smoothly . This allowis competitors and their familys the opportunity to get home early.
There is only one more tournament remaining in Region IV before the National ratings close out. Master Bill Adams and Sensei Jessy Del Valle present the Rising Star Martial Arts Tournament. This takes place Saturday June 21, 2008 at 3211 Transit Rd Elma, NY 14059.
Master Adams, our NY State director, will host this double point rated event allowing PKC members one last chance to accrue points for National titles in Region IV. Regardless of which State you reside every member of the PKC can take advantage of this tournament to rack more points. Not only does this help secure National titles, but, it also adds to the Region IV standing which does not close out until December 31, 2008.
Looking forward to seeing everyone at this event, enjoying the camaraderie and awesome competition. Dont get caught short on your points, secure your title with a win at this tournament. If you dont attend and come up short, youll be kicking yourself for not being there. Just when you think its in the bag, someone will come from behind and take it away. Dont let this happen to you.

Just like L.A., the PKC4 is awesome place as well, and a place you want to visit again and again. We are steadily moving ahead providing regional tournaments to fulfill your competition needs. The last three tournaments were run quickly, efficiently. The competition is consistently high, with many good competitors carving their way to success. Many, both young and old are thoroughly enjoying not only the great competition but also, the spirit that goes with it.
The National points season ends June 30, 2008 for the 07 08 Nationals Awards. We have two Region IV tournaments to go before June 30th. Those are: Papo and Lynn Villarubbias 2008 Greater Rochester International Martial Arts Championships, Sunday June 8, 2008 and Master Bill Adams Rising Star Martial Arts Championship, Saturday June 21, 2008.
Both tournaments are double point Region IV and National, which is a great opportunity to receive last minute National points to secure your National titles.
All events lead to The PKC International Tournament and awards banquet in Indianapolis, IN the Labor Day Weekend This triple point National and Region IV tournament and banquet will honor the best PKC competitors from Regions I, II, III and IV combined to see whos the best of the best in all of the PKC. I will look forward to seeing you at these next three events..

Now that we have started our inaugural year, PKC Region IV has exploded with excitement! This was evident at the PKC Region IV Banquet, which was a huge success and had smiles on everyones face. Approximately 200 attendees enjoyed the food, awards, and the after banquet party. Every award recipient received a beautifully embossed plaque designed by Norkim Distributors, Ltd., who is the official PKC Region IV Trophy and awards company.
Thanks to a lot of hard work from a group of Martial Artists with many years of experience, these people are the state and board of directors for PKC IV.

Our next PKC tournament is the 32nd Ontario Provincial Open Martial Arts Championships, which will be held at the Hamilton Convention Centre on Saturday, February 23, 2008, this will be a double point rated event and hosted by our Ontario Director, Master Armie Rizzo. I want to thank all the competitors, spectators and Black Belts for their support for the 2009 King Cobra Karate Open and PKC4 awards banquet. I especially would like to thank the following for their technical staffing of this event: Master Dale McCutcheon announced and directed the tournament flow, Master Joe Ruvelo Niagara Ballroom director, Master Bill Adams and Master Frank Caliguri for arbitration, Master Papo Villarubbia, Master Dwayne McKinnney, Master Angelo Marzailes, Master Pete Davies and Sensei John Bender for ring coordinators. Darla Medal announcer for Friday night and Saturday Niagara ballroom. Master Dennis Madura for floor supervising Presque Isle ballroom. Gord and Melody Latimer from Norkim Distributors (905) 793 6200 provided the most beautiful ceramic Eagle trophies and all competitors were very proud to win.
The event went without delay and was completed at 4 PM after over 300 competitors had put their mark in the King Cobra Karate Open history books. Brian Sturgi owner of Backdraft Sreenprinting printed our tournament ts (234) 421 5176. Hillary Weston created the design and her and husband Dan Weston enjoyed their first time as tournament promoters.
The competition hit a high with the many talented Martial Artist that competed. Connel Loveless brought in an awesome team from Michigan that really brought the competition to a higher level. The team fights Friday evening fired up the crowd as that always proves to be a highlight every year. Team Michigan went against a PKC4 team consisting of fighters from PA, OH and NY as Hillary Weston and Brian Arrington coached this team. After a mighty battle in the fighting ring the match was won by the PKC4 combined team. A proud displays a sportsmanship and comradely was respectfully shown.
The banquet was very warm and friendly as the promoters and directors gave every winner their just awards. Many speeches were recited and many pictures were taken to capture each moment. You can view the picture on this site.
Our next focus for the 2009 season is at the 37th Annual Pittsburgh Karate Championships Held at the Valley H.S. New Kensington, PA 724 335 9399. This is a double point National and Region IV rated event. Plan for an exciting competition year for the PKC. We will have our schedule out soon with more upcoming PKC4 tournaments that you will not want to miss.
PKC4 rules now allow coaching for fighting. Purchasing a coachs pass at each of our events does this. This will allow an instructor, students or parent the right to stand behind their fighters and call out coaching techniques. Also, one-ten second time out will be allotted for the fighter that has a coach. If the other fighter does not have a coach, they will not be coached and still be under the no coaching rule. That fighter will have equal opportunity to acquire a coach the same as their opponent. This has been a positive change with many satisfied customers. We always strive to make adjustments to our regional competitors need. Any suggestions are always welcome and shortly we will have a questionnaire asking key questions for parents, instructors and competitors to voice their opinion to help make PKC4 better. What a great competition year 2008 was!
It went by fast and now its time to honor the PKC Region IV CHAMPIONS. You all deserve recognition for your competition accomplishments. The PKC Region IV banquet will be held at the Avalon Hotel 16 W 10 Street, Erie, Pa 814 459 2220, along with the two day 2009 King Cobra Karate Open.
This years event features a Friday night Whos the best of the best. Special events competition. Also. Sensei Connell Loveless will bring in a Michigan team to take on a Pennsylvania team for a team fight that will be very exciting to view. This is my 33rd annual tournament with beautiful ceramic Eagle statues and an awesome two-color black pre registered t-shirt. www.kingcobrakarate.com
Saturday after the competition comes to a weekend close the Champions and their family, friends and fellow team members will be presented will beautiful sublimated plaques for their winning record. Also, all Division Champions are seeded at the PKC Nationals Labor Day weekend.
For 2009 we have added the coaching rule. This enables a person to purchase a coachs pass at the door and he or she can coach their students, friends and relatives during their fighting competition. PKC4 is trying this to test market the rule for the other PKC Regions and the Nationals. So far it has had a positive impact and the competitors overall like it.
Our promoters have met in fall and are busy working together to provide our competitors with better awards, coordination and fair competition to live up to our slogan, Making a Difference. Your support makes this worthy rating organization grow in strength and unity. Thank you all for your membership and good luck in 2009 with your competition endeavors.

Due to a recent back surgery, regretfully, I was unable to attend Master Armie Rizzos Ontario Provincial Open February 23rd, which was a huge success, a step forward for PKC4s advancement into Canada.
My students reported that the tournament ran very quickly and the competition was awesome. With approximately 800 competitors, the competitors were evenly distributed throughout the vast Hamilton Convention Centre allowing competitors plenty of room to prepare for battle. This PKC Region IV and National double point tournament has started a series of PKC4 rated tournaments in Canada. Competition has stepped up to the next level enticing competitors accept the challenge.
As we continue with our Region IV schedule, next tournament is the 36th Annual Pittsburgh Karate Championships held at the Valley High School, New Kensington, PA Saturday April 12, 2008. This event is hosted by Master Frank Caliguri, PKC4s Commissioner. This tournament is Region and National double point rated. Master Caliguri has been promoting this event for 36 years and it has proven to be excellent competition . Details are available at this web site.
After Master Caliguris tournament, Master Gaffar Adam will host his 2nd Annual Air Gadfly Open, Friday and Saturday May 2/3, 2008. This will be held at Randolph High School, Randolph, NY.
Memberships are growing and competition is getting more challenging. Our goal is to provide efficiently run tournaments, enforcement of the rules and fair judging. PKC4 is powered up by a group of credible Black Belts that work together for a common goal to provide the best for Martial Art competition. If you are not a member yet, it is not to late to join. Spring is finally here and was right on track in the middle of the competition season. Although we did not have any PKC4 rated events in March, were still moving forward with the development of our region series and web site.
Communication is key to staying ahead of your competition knowing in advance your current points and what upcoming tournaments to plan for. The National ratings close June 30, 2008 and for those of you that are in the running for National titles the next few tournaments are crucial to secure the Championship.
Starting with April 12, 2008 36th Annual Pittsburgh Karate Championship. This is a double point rated event for both Nationals and Region 4. The tournament is very well run with awesome competition from near and far. Master Caliguri has kept the reputation spotless and this tournament has grown to a premier event. This is our regions oly April tournament.
In May we have two region 4 tournaments: Air Gadfly and Champions of the Sword. Airgadfly.Martial Arts Championships is Friday and Saturday May 2 & 3, 2008 held at the Randolph High School in Randolph, NY. This tournament is hosted by Master Gaffar Adam and has performed two tournaments in the previous years. This is a great event and one to look forward to.
Our second tournament falls on Sunday May 18, 2008 at the Edinboro YMCA in Edinboro, PA. Master Mikki Bort sponsors this tournament and its called Champions of the Sword. Mikkis awards are actual Samurai swords and make a wonderful addition to your Martial Arts treasures.
These tournaments will help a competitor reach their competition goals while enjoying well-organized and quickly finished events so you can still get home early. PKC4 takes great pride in providing excellent competition, well-run and organized events to make your competition goals enjoyable.
